The paper derives from the EU financed Thematic network "Working and Mothering" in Framework program 4: it compares the situation of the first generation of working mothers in three countries, Norway, Italy and Spain in three different decades and underlines how the role of welfare services has been overestimated and the role of kinship support has beer underrated in a very similar manner in such different countries, even in different welfare regimes and in different national economic and cultural settings. In general modernising motherhood has preceded social policy reform even if the development of social services afterwards may have been different.
