The chapter sets the context for sustainable urban change. At European level the sustainable transforming city is presented more flexible to decision-making and to new attitudes towards alternative urban change processes ro urban solutions. Most of the context of intervention referring to inner or outer urban areas of the city, often occur with a wide range of functional, social or environmental problems. The regeneration of fragmenting places as a new perspective of "urbanity" is essential for the recreation of new urban configurations. Such new schemes have to outline the "functional relations" and the great " sense of community". While considering "chronos" and potential urban change is important to understand how environments had transformed over time, how change can better managed , how urban development and regeneration can be better implement over time and what is the real scale and the impact of actions on the urban environment. When small -scale or large-scale changes take place the level of intervention has to be sustainably found in order to deal with the existing environment.
