How is the Internet influencing political communication and democracy? The purpose of this paper is to investigate the relationship between these three interactives sub-systems. It begins by raising the question of whether the web as we know it is the only one possible. Thus, it moves away from a kind of metaphysics of Network and directs research towards the definition of linguistic-textual nature of the Internet, and of the social grammar. Only by reconstructing the senses, the nature of the relation between the grammar of the network to the proliferation of his texts, especially through the old and the new generation of social media, will it be possible to design a new policy of the network and with the Network . The new media literacy is therefore to be understood not only as training for new languages. It must also be seen as a way of forming a new kind of social discourse. The school, which has always represented the most powerful tool of socialization, now risks falling dangerously behind as an effective formative environment.
