Market processes and the practices of wealth creation have changed in the last three decades, and with them the regional specialisations. In this regard it is possible to identity efficient geographical sizes, which should govern a revision of administrative boundaries. If adopted, they would facilitate policies and the administrative action in its support for the local creation of positive externalities, value and labour. Although these zoning practices and know how are known for a long time, they have not been considered in the recent reform in our Country. This is likely to generate a so called «accidentally gerrymandering», i.e. to obtain opposite effects to the desired ones. It would therefore be appropriate change it.
