From 2 to 5 September 2012 was held, in the Villa Vigoni of Loveno Menaggio (Como), the first-Österreichisch Deutsch-Englische Tagung, which had the theme "Das deutsche und italienische Bibliothekswesen Nationalsozialismus und im Faschismus. Versuch einer Bilanz vergleichenden = The libraries in the German and Italian Fascism and Nazism. Attempt a comparative budget." Was attended by 12 experts from universities and libraries of Germany, Austria and Italy. Historians and librarians are compared in detail, and without ideological preconceptions, with the aim to dissect the role that libraries, librarians and professional associations have played in the context of their respective countries during the Fascism and National Socialism. The proceedings were published in the prestigious series Beiträge zum Buch- und Bibliothekswesen of publisher Harrassowitz. The first World Congress of Libraries and Bibliography took place in Rome, Florence and Venice 15 to 30 June 1929. We joined about 880 Italian and foreign librarians, representing 35 countries and professional associations, and a representative of the League of Nations. The Congress was the first global meeting of the International Library and Bibliographical Committee, formed in Edinburgh 30 September 1927. IFLA therefore, was conceived in Scotland in 1927, but he was born and was baptized in Italy June 14, 1929, one day before the official opening of the Conference. The holding of the Congress favored the establishment in 1930 of the organizing committee of the Association of Italian librarians. The Congress had a lot of resonance in the contemporary periodical press, but little resonance in the literature librarianship. After more than eighty years, the Congress is analyzed in its historical perspective. The Congress was organized by the Ministry of Education, through the Directorate General of Academies and Libraries: its representatives were Luigi De Gregori and Vincenzo Fago (Secretary General of the Congress). The Italian Government sensed the opportunity to transform the initiative in Congress Regime, and granted the necessary organizational and financial help. Enacted a specific law, no. 3094 of 27 December 1928. Benito Mussolini participated in the inaugural session, at the Capitol, reading a greeting that marked the relationship between the Regime and Congress. The participants were invited to an audience at the Vatican Library, presided over by Pope Pius XI. The Conference was divided into 16 sessions, in which about 300 reports were presented. The delegates discussed the classification, cataloguing rules, national and international bibliographies, bibliography, book industry and bibliophile, library statistics, architecture and equipment for libraries, legal deposit and voluntary deposit, exchange of librarians, training, and library schools, associations professional relationships and international cooperation among libraries, information centers relations with institutions and bibliographic, and statistical literature. The twelfth session hosted representatives of 18 national library associations present, the more the representative of the League of Nations. The work is articulated in three meetings: on 14 June in Rome, on June 25 in Florence, and June 29 in Venice. The meeting in Rome saw the formulation of the official name of the Association, as set out in four languages: Fédération Internationale des Associations des Bibliothécaires (FIAB); International Federation of Library Associations (IFLA); Internationales Verband der Bibliotheksvereine; Federazione Internazionale delle Associazioni dei Bibliotecari. The meeting in Venice saw the promulgation of the Statute of the IFLA, drawn up during the meeting in Florence.
