This article shows that the agreements stipulated between a government and an armed opposition group form a body of rules, pertaining to the regulation of an internal armed conflict and to the definition of the new state structure, that is relevant to international law in two respects. Firstly, because in the realm of human rights, referral is always made to the relevant international law rules; and secondly, because some aspects of the regulation of internal conflicts are so uniformly treated in different agreements, in particular with respect to the release and amnesty of persons having a nexus with the conflict, so as to suggest that new international law rules may be emerging.
