The European Union has its own policies in the field of adult education. The fact that the term is not used, or that its priorities do not correspond to those of some Member States, should not delude us. The problem is to establish a positive approach with this reality, not to deny it, but to explain it and lead it back to the possibility of democratic control by institutions and individuals.
